Primary Functions
▪ Mainly responsible in monitoring the performance of the transshipment analysis of vessels under Time-Charter (TC) arrangement to analyze, optimize, and oversee vessel voyage plans, ensuring its operational efficiency, and cost effectiveness.
▪ Lead off-hire reconciliation for all TC vessels based on contractual guarantees and emergency downtimes.
▪ Coordinate Loadport/Disport Idle Time performance of all terminals and recommend programs to reduce the delays.
Voyage Analysis and Reconciliation
1.1 Conducts monthly data review and analysis of off-hire vessel transshipment performance at both load ports and discharge ports for TC vessels.
1.2 Leads off-hire reconciliation meetings with haulers and submit final claims for endorsement prior issuance of claim letter and payment processing.
1.3 Collaborate with the Oil Conservation/Voyage & Claims Engineer to finalize off-hire computations with claims before issuing letters to all haulers.
1.4 Coordinates with surveyors (supernumeraries) on board Time-Chartered vessels to document contractual performance, incidents, and activities subject to reconciliation.
1.5 Review and reconcile freight & port charges at all Petron and SLHBTC-nominated discharge locations.
1.6 Submit reconciled figures of freight charges to Synergy for SAP posting and post all reconciled port charges in SAP.
1.7 Evaluate vessel contractual guarantees based on monthly off-hire performance and coordinate with Procurement for potential amendments.
1.8 Coordinates with surveyors (supernumeraries) on board Time-Chartered vessels to document contractual performance, incidents, and activities subject to reconciliation.
1.9 Develop work programs and strategies to reduce potential delays and optimize overall voyage efficiency under Project SPEED (Streamlined Processes for Eliminating Excessive Delays).
Administrative:
1.1 Reports to the Oil Conservation/Voyage & Claims Coordinator on all relevant matters
1.2 Prepares monthly off-hire/idle time performance analysis of TC vessels presents findings to Operations Management through Project MOLAVE (Management of Operations Loadport and Vessel Execution) under Project SPEED (M6).
1.3 Coordinates and attends meetings to discuss monthly off-hire performance as needed by all respective stakeholders.
1.4 Creates and implements necessary documentation and procedures related to off hire/idle time.
Other Tasks:
3.1 Performs other tasks as assigned by the Oil Conservation/Voyage & Claims Coordinator and/or MSG Manager.
