Supply Chain Management Operations Manager
Purpose of Job:
As Supply Chain Management Lead (SCML) for Prime Midstream Inc., this role is accountable to organize and lead the Supply Chain organization, ensuring it is efficient and effective in safely and reliably delivering the Supply Chain needs of the business in PMI.
The role must leverage the position of the Supply Chain function at the forefront of business planning and contribute and assist the HSCM, to form long term strategic planning.
Accountable to interpret and articulate the Company’s Annual Goals and Priorities into Supply Chain delivery priorities and execute follow throughs.
Must ensure effective collaboration of the Supply Chain department with other departments across the business to create and execute effective and realistic business plans.
Principal Responsibilities
Manage all Supply Chain activities which include the following but not limited to –
- Sustain an integrated demand and supply forecast for Supply Chain (logistical movements, sourcing and storage activities, disposal of materials and waste).
- Create and execute together with requesting functions (Engineering/Maintenance, Projects, Wells) category strategies to scope and procure services/materials to obtain most competitive cost
- Procurement of Goods and Services from third parties for company operations and projects (as required). Develop and/or assure procurement and negotiation plans
- Communicate and negotiate with suppliers and vendors to obtain the best deal for the company
- Drive and support Contract Holders and Owners in activities across the contract cycle, including supplier relationship management to drive commercial value and HSSE improvements through contracts.
- Management of Logistics Services such as In-bound and outbound personnel and materials movements via Road, Air or Maritime transport, Freight Forwarding, Customs Clearance, and Tax Exemption Certificate (TEC) process, Supply base, Warehouse and Inventory Management at 2 locations (including execution of preservation activities) and Waste Management & Asset Disposal
- Optimization of Inventory held versus contracted prices and lead times and requested service levels
- Ensure policies, procedures, and processes are in place which incorporate management of commercial and technical risks and are aligned with joint venture requirements.
- Manage spend within the department’s approved Work Program and Budget and drive Continuous Improvement (CI) and deliver value improvement targets, particularly in the context of delivering company targets, savings and cost avertion.
- Formulate the Supply Chain strategy in line with company’s vision and targets with HSCM. Create and execute the short, medium and long term functional plan for Supply Chain in line with approved strategies within PMI.
Supply Chain Operations (SCO) Accountabilities
Accountable for ensuring uninterrupted operations and production by delivering safe, efficient, and compliant demand and supply chain services. This role is critical in managing procurement processes, mastering data accuracy, and customs brokerage activities to support Prime Energy’s operational and strategic goals.
- Operational Support – Liaise with Department Heads to understand operational requirements and ensure requirement needs are met.
- Budgeting & Financial Oversight – Assist in annual budget planning exercises for supply chain functions. Monitor and report spend to ensure alignment with approved budgets and prevent overspending. Control and monitor contract spend in SAP within Approved Contract Value and ensure timely payment processing.
- Business Improvement & Audit Coordination – Act as Business Improvements Coordinator focusing on Operational Excellence and aligning with Operations processes and initiatives. Serve as focal point for Vessel Planning, Solution, Procurement and Customs coordinating with audit teams and interviewees to ensure smooth execution. Monitor progress against audit actions and ensure timely closure of findings.
Logistics & Warehousing/ Inventory Management (LWIM) Accountabilities
- Accountable for the safe, reliable, and efficient delivery of services. The role ensures that all logistics activities are executed in full compliance with company standards, HSSE requirements, and regulatory obligations.
- The position is responsible for driving technical and HSSE assurance, while ensuring the continued availability and performance of key Logistics Services for PMI including Aviation (if applicable), Marine, Land Transport and Supply Base Operations including Warehousing / Inventory and Waste Management.
- Designated as an HSSE Critical Role within Prime Energy, accountable for maintaining operational integrity, safety, and compliance across all logistics functions.
- OVERSEE the safe, efficient, and responsive delivery of end-to-end logistics services, ensuring operational readiness and alignment with business needs across Aviation (as applicable), Marine, Land Transport, and Supply Base Operations—including Warehouse Management at the Supply Base, BW FSRU, and Onshore Gas Plant—as well as Waste Management services.
Contracts Management (CM) Accountabilities
- Responsible for Operational & Delivery Excellence for applicable portfolio (Engineering and Projects)
- Contribute to the development and execution of local contracting strategies that incorporate business needs, local content & market conditions for the applicable portfolio.
- Challenge commercially against the key drivers of Specification, Demand and Price.
- Ensure that all tender and contract documentation conforms to CP standards.
- Ensure that the tendering process is auditable and conforms to Shell Group Business Principles, Upstream business plans, standards, policies and procedures.
- Ensure timely entry of POs and Outline Agreements with approved Review Limit, correct tax computation, and terms and conditions.
- Provide pre-award and post award contract support services (Contract Management Plan) to assigned Contract Holders.
- Ensure that best practice, new developments, ideas and changing market conditions are accurately reflected in contracting strategies, tenders and contracts.
