Position Overvie

wWe are seeking a Supply Chain and Procurement Manager to lead the establishment of procurement systems and supplier management across the North American region, while concurrently overseeing end-to-end supply chain operations in North America. This role will collaborate with our headquarters in China to implement standardized procurement and supply chain policies, adapt them to local business needs in North America, and drive continuous improvement. The manager will take full ownership of the 0-to-1 system buildout, supplier sourcing and negotiation, and logistics/warehousing operations, supporting the company’s efficient market entry and scalable growth in North America

Key Responsibiliti

  • esOversee cross-border import/export logistics and end-to-end U.S. domestic logistics operations, managing ocean freight, air freight, and international express head-haul channels, and controlling the entire process from booking, customs clearance, duty payment, to overseas deliver
  • y.Manage line-haul transportation, local drayage, and last-mile delivery across Texas, California, and North Carolina; optimize logistics solutions and routes to reduce costs; efficiently handle exceptions such as delays, damage, and lost shipments to ensure stable on-time performanc
  • e.Lead the 0-to-1 establishment and operation of three overseas warehouses in North America, including site selection, layout planning, process design, and daily operations; develop comprehensive warehouse SOPs covering receiving, put-away, picking, packing, outbound, and inventory countin
  • g.Drive sourcing, evaluation, contract negotiation, and performance management for Authorized Service Providers (ASPs); build and maintain an ASP resource pool to ensure adequate and qualified supplier coverage for projects in each regio
  • n.Procure materials for data center HVAC/mechanical projects, including equipment spare parts, consumables, tools, and specialized materials; establish framework agreements or long-term procurement contracts for high-frequency items to reduce purchasing cost
  • s.Conduct supplier qualification audits, including credential reviews, safety/compliance assessments, and technical capability validation; regularly evaluate supplier performance (quality, delivery, cost, cooperation) and implement tiered supplier managemen
  • t.Manage the end-to-end procurement order process; set and execute procurement cost-control targets; regularly deliver procurement cost analysis report
  • s.Strictly adhere to company and client procurement compliance requirements and supplier data confidentiality policie

s.Qualificatio

  • nsBachelor’s degree or above in Supply Chain Management, Procurement, Engineering, or a related fiel
  • d.Minimum 5 years of experience in procurement or supply chain management, with at least 2 years involving engineering services or equipment procuremen
  • t.Proven experience in supplier development and contract negotiatio
  • n.Solid understanding of the full procurement cycle (sourcing, tendering, contracting, order follow-up, acceptance, settlement
