The Regional Shore Operations Head provides overall leadership and direction for all shore-based operations within the assigned region. The role ensures that terminal, container yard, and transport operations are executed efficiently, safely, and in alignment with the company’s strategic objectives. This position drives operational excellence, resource optimization, and service quality while maintaining compliance with regulatory standards and fostering collaboration across functions and stakeholders.
Key Responsibilities:
Strategic Leadership
- Define and implement the regional operational strategy in alignment with corporate goals.
- Oversee the integration of terminal, yard, and transport operations to ensure seamless end-to-end service delivery.
- Lead long-term planning for capacity, infrastructure, and resource requirements across the region.
Operations Oversight
- Provide overall direction for daily shore-based operations including cargo handling, transport support, and port coordination.
- Monitor performance, efficiency, and service levels across branch operations and ensure adherence to company standards.
- Anticipate and resolve regional operational challenges, ensuring business continuity.
Governance & Compliance
- Establish operational controls, policies, and performance monitoring systems to ensure accountability and reliability.
- Manage risks related to port operations, service disruptions, and resource availability.
Leadership & Stakeholder Management
- Lead and develop the regional operations team, building capability, accountability, and strong performance culture.
- Foster collaboration between regional teams and corporate support functions.
- Represent the company in regional engagements with port authorities, regulators, and internal partners.
Continuous Improvement & Innovation
- Drive initiatives to improve efficiency, productivity, and cost-effectiveness in shore operations.
- Promote a culture of operational excellence and continuous improvement across the region.
Work Instructions
1. Regional Operational Oversight
- Review and approve daily and weekly operations plans submitted by terminals, container yards (CY), and transport units within the region.
- Ensure vessel berthing, yard planning, and cargo handling schedules are coordinated across branch operations.
- Monitor yard utilization, truck turnaround time, vessel turnaround time, and other KPIs, ensuring adherence to targets.
- Conduct site visits to terminals and yards to validate compliance with operational standards.
2. Strategic Decision-Making & Risk Management
- Approve allocation and reallocation of resources (equipment, manpower, yard space) among branches to address imbalances and congestion.
- Decide on contingency measures during service disruptions (e.g., port closures, equipment breakdowns, labor shortages).
- Review escalation reports from terminal leads and authorize corrective or mitigating actions.
- Coordinate with business unit head for high-impact risks requiring additional support or investment.
3. Safety, Governance & Compliance
- Ensure regional teams conduct regular safety drills, toolbox meetings, and compliance audits.
- Authorize temporary suspension of operations in case of safety or security risks.
- Oversee corrective action plans for audit findings or safety incidents.
4. Leadership & People Development
- Conduct weekly regional meetings with the team to align goals and review performance.
- Provide coaching, mentoring, and performance feedback to regional operations leaders.
- Approve training plans for leads, operators, and support staff, ensuring capability-building across the region.
- Monitor manpower allocation and recommend adjustments to corporate HR when staffing gaps are identified.
5. Stakeholder Engagement & Representation
- Meet regularly with port authorities, truckers, and other logistics partners to coordinate schedules and resolve operational issues.
- Act as the escalation point for internal clients concerns within the region, ensuring timely resolution.
- Negotiate with third-party service providers (e.g., port handlers, trucking partners) to ensure service quality and cost control.
6. Performance Monitoring & Reporting
- Consolidate branch reports covering terminal, container yard, and transport performance, including equipment status, availability, and incident logs.
- Analyze performance trends and variances versus plan, providing insights and recommendations to business unit head.
- Ensure timely submission of regional performance and incident reports.
- Prepare monthly reports highlighting operational results, risks, and improvement plans.
7. Continuous Improvement & Innovation
- Identify recurring operational bottlenecks and initiate cross-branch process improvement initiatives.
- Pilot and recommend adoption of new technologies, automation tools, or systems that improve efficiency and reliability.
- Benchmark against industry standards and apply best practices across regional operations.
- Lead cost-efficiency initiatives, including fuel optimization, equipment utilization, and vendor negotiations.
Qualifications:
- Bachelor’s degree in industrial engineering or related field.
- With at least 5 years in a senior leadership role.
- Excellent leadership, problem-solving, and decision-making skills.
- Strong stakeholder management and communication abilities.
