Position Overview:
The Professional Head – Rolling Stock, Freight Facilities & Facilities Asset Manager leads the strategic asset management of rolling stock, freight terminals, depots and operational facilities, ensuring optimum lifecycle performance, reliability, availability and whole-life value across all operational assets. Acting as the Technical Authority for operational asset management, the role establishes asset strategies, lifecycle plans, performance frameworks and investment planning for the locomotive and wagon fleets, terminal handling equipment, depots, buildings and operational facilities at locations including Sohar Port and Al Buraimi. The position ensures alignment between asset strategies and maintenance delivery, establishes asset information arrangements for operational assets, and supports asset handover and Entry into Service readiness. Prior to commercial operations, the role will focus on operational readiness activities in respect of operational asset management as determined by the Operational Readiness Plan.
Responsibilities:
- Operational Asset Strategy:
- Develop strategic asset management frameworks, lifecycle plans and whole-life cost models for rolling stock, terminals, depots and operational facilities.
- Establish asset performance objectives, criticality assessments and risk-based investment prioritisation for operational assets.
- Define renewal, overhaul and mid-life intervention strategies for fleet and facility assets.
- Asset Performance and Optimisation:
- Establish asset performance monitoring, reliability/availability frameworks and KPIs across rolling stock and facilities.
- Drive maintenance optimisation, aligning maintenance regimes with asset strategies and operational demand.
- Lead asset performance reviews and improvement initiatives with fleet, terminals and maintenance functions.
- Asset Information and Governance:
- Establish asset registers, data standards and information requirements for rolling stock, terminals and facilities within the EAM environment.
- Govern engineering change, configuration and asset data quality for operational assets.
- Provide asset management assurance evidence to the Operations Safety Case and governance boards.
- Operational Readiness Management:
- Oversee the preparation and implementation of operational readiness strategies and plans related to operational asset management across rolling stock, terminals, depots and facilities.
- Coordinate operational readiness activities including testing & commissioning support, trial operations, training and resource mobilization in line with the Operational Readiness Plan.
- Ensure that all systems, processes and procedures within the area of responsibility are fully functional, validated and compliant with safety and performance requirements ahead of Entry into Service.
- Stakeholder Engagement:
- Act as the focal point for internal and external stakeholders on all matters related to operational asset management.
- Facilitate seamless communication and interface management between internal teams, contractors, suppliers and external partners.
- Ensure alignment of deliverables with stakeholder expectations, contractual obligations and regulatory requirements.
- Risk and Issue Management:
- Identify potential risks and issues impacting operational readiness and steady-state operations within the area of responsibility.
- Develop mitigation plans and implement corrective actions as needed.
- Maintain the relevant risk registers and report regularly to senior management on status, progress and emerging risks.
- Quality Assurance and Continuous Improvement:
- Establish quality benchmarks and ensure compliance with applicable industry standards and Rail management system requirements.
- Conduct reviews and audits to identify lessons learned and implement improvements for future initiatives.
- Promote a culture of continuous improvement, data-driven decision making and operational excellence.
- Leadership and Team Management:
- Lead, develop and manage the operational asset management team, ensuring the right structure, capability and capacity to deliver.
- Develop team capabilities through training, coaching and mentorship, fostering a culture of accountability, collaboration and excellence.
- Ensure clear communication between teams, management and stakeholders to align on objectives and deliver results.
- Compliance and Safety:
- Ensure adherence to regulatory, safety and environmental requirements across all operational asset management activities.
- Drive a strong safety culture, supporting audits, inspections and the close-out of corrective actions.
- Support the development and maintenance of the Operations Safety Case, safety management system and associated assurance processes.
