Introduction

Join our team and make an impact as the Harbors and Waterways Program Specialist (Program and Policy Analyst – Advanced)! The Department’s Harbor program administers a biennial grant program to increase the efficiencies of the state’s 23 commercial ports and numerous private facilities and provides expertise in waterway and port related issues throughout the Department. This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The WisDOT Division of Transportation Investment Management (DTIM) conducts long-range, multimodal transportation planning; guides the use of state and federal transportation dollars based upon research and data analysis of the state’s transportation systems; manages the project selection process for the state highway rehabilitation and the major highway programs; and administers various local transportation, transit, airport, rail, harbor and other specialized aids programs. The Division of Transportation Investment Management includes the Bureau of Aeronautics (BOA), Bureau of Planning and Economic Development (BPED), the Bureau of State Highway Programs (BSHP), and the Bureau of Transit, Local Roads, Railroads and Harbors (BTLRRH).

Position Summary

This position manages and implements policy to support the positive economic impact provided by investing in the state’s harbors and waterways and the associated freight connections. Responsibilities include the participation in task forces and studies initiated by federal and other state agencies that deal with waterway and related environmental issues. This position will also facilitate intergovernmental participation of federal, state, local and tribal jurisdictions to develop consensus among the harbor groups to improve the waterway and harbor component of the state’s multi-modal transportation system while ensuring the improvements are compatible with applicable environmental laws, regulations and rules. There are multiple projects across the state underway at a time and this position is responsible for all aspects of project management.

Salary Information

This position is in schedule-range (07-03) with an annual salary of $62,400-$87,360, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A candidate will have all of the following:

Experience as a liaison between various stakeholders including internal and external stakeholders
Experience writing or reviewing grant applications
Experience in project management, program management, or budget management

In addition to the above, a well-qualified candidate will have at least one of the following:

Training or experience working with Harbor and Waterway policy, facilities, or engineering
Training or experience working with public financing, including grant awards, bonded funds or segregated state funds
Experience interpreting and applying laws, rules, regulations, or policies
