General Description
Lead daily customs clearance operations and strictly enforce trade compliance within the Bonded Warehouse. Ensure seamless import/export flows, keep physical warehouse stock matched 100% with customs records, resolve customer escalations promptly, and maintain excellent relations with Customs Authorities.
KEY RESPONSIBILITIES & ACCOUNTABILITIES
Bonded Warehouse Customs Operations
- Daily Operations: Direct and oversee daily import/export customs declarations (VNACCS/VCIS), inbound/outbound clearance, and cargo releases for the Bonded Warehouse.
- Inventory & Data Control: Reconcile physical warehouse stock against customs electronic records daily/monthly to guarantee zero inventory discrepancies.
- Issue Escalation & Customer Care: Act as primary operational escalation point for clients. Provide timely updates and alternative solutions.
- Financial Control: Ensure accurate, timely billing, proper job closures, and support operational P&L management.
Trade Compliance & Customs Liaison
- Customs Relations: Serve as main operational liaison with local Customs officers stationed at or supervising the Bonded Warehouse.
- Regulatory Compliance: Ensure full compliance with Vietnamese customs laws, HS code classification, valuation, and bonded warehouse rules.
- Audit & Investigation: Lead root-cause investigations for operational errors; coordinate corrective actions with Legal & Management.
- HSSE & Subcontractor Audit: Enforce strict adherence to HSSE guidelines and policies among external vendors and trucking partners.
Team Leadership & Vendor Management
- Team Management: Assign daily operational tasks, train team members, monitor workload, and drive the team to hit performance targets (KPIs).
- Subcontractor Oversight: Track performance metrics (KPIs) of third-party customs brokers and step in promptly to resolve service gaps.
- Cross-Functional Support: Partner with Sales, Air, Ocean, and Contract Logistics teams to provide customs expertise during tenders.
Process Improvement & Digitalization
- Process Optimization: Standardize daily workflows to eliminate redundant steps, shorten lead times, and lower costs.
- Digitalization: Use analytical tools (Excel, Power BI, system interfaces) to track operational metrics and automate reporting.
JOB REQUIREMENTS
- Minimum 3 to 5 years in customs operations, with specific hands-on experience in Bonded Warehouse management and trade compliance.
- Bachelor’s Degree in Foreign Trade, Logistics, International Business, or related fields.
- Deep knowledge of Vietnam Customs Laws, VNACCS/VCIS software, HS Code classification, and bonded warehouse rules.
- Competent in MS Excel, PowerPoint, Power BI/Query, and customs interfaces.
- Fluent in Vietnamese; proficient business English (listening, speaking, writing) for client/internal emails.
- Logical thinking, practical problem-solving, structured leadership, and strong communication skills.
